Corpus delicti, no victim no crime. unfortunately most all non violent drug users rotting away in these corporate prisons are doing so by there own free will. You see there has to be an injured party (man or woman) willing to swear under oath or affirmation that another man or woman caused them a harm. So the question is, by smoking weed in my backyard or walking down the street minding my business who have i harmed and what crime have i committed because i know there is no "law" prohibiting me (i) from doing so. Statutes, codes, acts and public policy are not laws, thats why they call them statutes, codes, public policy and my favorite, acts. The only "law" any man or woman needs to know is the golden rule, don't harm another man or woman or their property. Happy New Year.

Having a too-loud muffler and not having a functional plate-light ARE illegal activities. The latter is often used by criminals to make them hard to identify after a crime. You got a warning both times. Where's the bullying?

Random pullovers don't happen as a result of individual bully cops, they are following orders. While it's a pain in the behind for those who get pulled over it's highly unlikely that a new police chief would end the practice because it is a rather effective method for tracking down criminals.
