An Indianapolis Metropolitan Police Department officer arrested early Sunday for drunken driving had a blood-alcohol level of 0.14, according to court documents, and was weaving off the side of the road before being stopped by an Indiana State Police trooper.

Did the FOP ardently support this particular officer? Did this officer receive special treatment?
Or is David Bisard an anomaly because someone somewhere thinks he is precious and oh so special?
