Well, actually, the "laws of war" sounds stupid on its face. But let's say we're going with it. The first rule of war, and one that's been ignored since WWII, is that you must first declare war.

All "conflicts" since then have been undeclared military actions. Applying the so called "laws of war" to these actions "feels good" but leads to the unbalanced resolution of responsibility in reactionary bodies like the ICC, Hague or worse, the "Brussels" cabal.

but the gaza unguided rockets by the thousands aimed towards civilian centers violate no laws ? ahhhh yes, muzzies the religion of peace again.
