Too Expensive, MRT Project to Be Evaluated

Jakarta Governor Joko Widodo (Jokowi) said the value of Mass Rapid Transit (MRT) mega project is too expensive at present. Therefore, he wants this project to be presented again. Later, if the project is deemed to be in accordance of the market price, the project could resume. But, if it is still too expensive, the project must be evaluated.

Jakarta Deputy Governor Basuki Tjahaya Purnama told the request for PT MRT to represent the project is related to the evaluation result done by Indonesia Transportation Community (MTI) regarding the expensive cost of MRT project.“That is why we must evaluate it first. The governor’s principle is simple, if PT MRT could prove the cost is not expensive, then carry on, it is not our money anyway. But, it must be calculated,” stated Basuki in his office at the City Hall, Wednesday (10/17).

According to Basuki, the city government will still be evaluating the MRT routes decided. This is because the construction of the existing routes from south-north corridor of Lebakbulus-Kampungbandan, is sacrificing Lebakbulus Stadium.“Why not construct it all the way around, from north-south to become Kampungbandan-Lebakbulus, since the land in Kampungbandan is much wider. That needs to be evaluated,” he said.

Nevertheless, Basuki still agrees with MRT construction in Jakarta, especially because all big cities in the world do need this kind of transportation mode. Right now, the city government is also evaluating the possibility to continue the monorail project which has been neglected for years.

“Why monorail? Because it doesn’t need loan. But MRT, we are lending money and must pay it back. That’s why the governor doesn’t want to loan, because it is not our money, but citizens’. If neglected, public facilities become the target. The governor wants things to be evaluated correctly,” he explained.

Meanwhile, Indonesia University (UI) Transportation Analyst, Alvinsyah, uttered that if Jokowi wants to delay MRT construction because he wants to continue monorail construction, the governor must first look the chance to do so. This is because MRT construction uses loan from JICA, which was stipulated in an agreement that involves several stakeholders.“If there is a chance to delay or even cancel (MRT construction), it doesn’t matter. If not, the construction must go on,” he asserted.

According to Alvinsyah, MRT could be the answer to mass transportation in Jakarta, since the existing transportation modes currently still cannot serve the citizens well. In fact, in order to overcome traffic congestion in the city, four MRT corridors are needed.

He then compared the construction draft. MRT is predicted could transport 412,000 passengers per day on its third year of operation. While monorail, it is prected could only transport 39,400 passengers per day.

Alvinsyah assessed that to continue the monorail project, Jokowi must consider about the compensation that must be paid to PT Jakarta Monorail, which has not been settled until now. PT Jakarta Monorail is demanding for investment loss compensations to Jakarta Provincial Government, where one of them is the construction of stake on Jl. Asia Afrika Senayan and Jl. HR Rasuna Said Kuningan.

The amount of compensation expected by PT Jakarta Monorail is Rp 600 billion. But, after it was audited by the government financial audit agency (BPKP), the compensation that must be paid is only Rp 204 billion maximum.

Indonesia should emulate Malaysia's approach for this MRT woe - Islamic Financing. There's no need to borrow from Japan if you guys use your brain.

Islamic Financing bukannya Islamic Banking. Islamic Financing di sini bermaksud membuat pembiayaan melalui Sukuk untuk projek2 besar infrastruktur dsbnya, spt yg dilakukan untuk MRT Malaysia. Jadi, tak perlu meminjam dari negara asing. Indonesia terlalu bergantung kepada pinjaman luar. Not good.

Sementara itu, Direktur Utama Hutama Karya Tri Widjajanto menambahkan, perseroan akan membangun Kereta layang dengan sistem light rail transit (LRT). Dana untuk pembangunan ini diharapkan berasal dari APBN karena merupakan transportasi publik

Sekurang2nya, melalui Islamic Financing, pinjaman itu tidak punya interest yg turun naik dan juga terpengaruh dgn currency volatility.

Indonesia punya market dna potensi besar bagi Islamic Financing. Perlu lebih serius untuk memperkembangkannya.

Harus kita ketahui cerita latar belakang kenapa project MRT ini harus direview ulang.
1. Perencanaan project MRT sudah dimulai pada masa sebelum Jokowi.
2. Jokowi dikenal sebagai pejabat yang ANTI RASUAH. Beliau dapat award in this case.
3. Project ini direncanakan dibiayai dari pinjaman ke JICA japan.
4. Sebagai syarat pinjaman maka constructor dan consultant HARUS dari Japan.
5. Consultant project yang buat feasibility study dan menghitung cost/km pun harus dari japan. Tidak heran kalau mereka berusaha mendapat profit yg sebesar-besarnya dengan menetapkan cost/km yg sangat tinggi.
6. Consultant ini dinilai oleh Jokowi menghitung cost/km untuk MRT terlalu mahal, sekitar 2x lipat dari cost/km di negara lain.
7. Oleh karena itu daripada high cost lebih baik direview lagi.

Dulu pernah Qatar bersedia memberi pinjaman, tetapi tetap saja ada syarat yang memberatkan. System yg dipakai BOT (build operate and transfer), Qatar akan operate business MRT di Jakarta, tetapi pemerintah harus menjamin/gerenti profit dari qatar company ini, jadi apabila profit tidak sesuai dengan yang mereka mahukan, pemerintah indonesia harus subsidi profit itu sesuai standard yang mereka tetapkan.
