Hell no it raised the Mississippi river so barge traffic can return to normal and missed the oil rigs in the Gulf.

Oil companies are not responsible for hurricanes,
but these "accidental" fires from time to time are very suspicious If the price of gasoline at the pump drops down to somewhere around $3.00 again, there will be another firs at some refinery, and bingo, the price goes back up to around $4.00.
