This defines the problems at Stockton very clearly.
Jerry Brown really needs to read this article instead of checking on his contirbutions from the unions for his next run for office.

not jerry brown, it's the city council, they couldn't stop cutting, they wanted to guarantee their own pay raise, bonuses, and benefits. right city council. so just CUT CUT CUT. and their still doing it. they can not BE TRUSTED.
