Stop having millions of children when your Island cannot ever come close to supporting them. Girls might get pregnant when they have sex. Third world countries have higher birth rate because people don't wear condom nor use any other form of contraception most of the time. Its cost money to buy condoms or contraceptive pills. For countries like Mexico or Ireland, ask the Vatican.
