90% of the houses didn't collapse. The only thing keeping people out of these houses is fear of another earthquake. When the storms come people will seek shelter in these very homes.
Haiti's long term problem is overpopulation. Get rid of the influence of the Catholic Church which refuses to allow birth control. Pregnancies from rape alone are among the highest in the world. Haitians can't afford to raise so many children and there are no jobs for them if they grow up without dying young. Haiti has been in poverty for more than 200 years and its all because of overpopulation.
