It is not reasonable to wait for trucks and heavy equipment to clear hugh areas of the city. Instead areas will need to be set aside for temporary storage of debris, gravel, and rebar.

The only type of building in my opinion that is suitable for the complex requirements in Haiti is reinforced concrete of high quality. The majority of the buildings you see demolished by the quake were concrete slabs of good quality placed atop walls of very poor quality with no good connections between the two. Low strength wood structures will fail in storms and kill the occupants just as surely as the poor concrete structures did in the earthquake.
The Haitian people do not have large numbers of trucks and so they should try to make do using large numbers of people. Clear an area of land down to the underlying rock if at all possible, install rock bolts and then footings and in a continuously reiforced concrete structure you should be able to be safe from almost any new earth quake. This while being also safe from almost any storm provided you are above the tide surge and not in the way of likely mud slides.
