In Denver we have a "311" phone number that lets you report any Code violation anonymously. I think that might be why I-25 is backed up going South. They seam to follow the path of least resistance. If you are in Denver, please feel free to use it, it really works. ie parking on lawn area, too many people, too many cars, smokeing cars, loud music, trash in yard, weeds, ice/snow on sidewalk, dirt on sidewalk, odor and a lot more issues that most Americans wouldn't think of doing... it works. I try to call in 2 a day on the way to work, now I take a differn't route each week. I have really seen improvemrnt in upkeep and exits.
