HOW WILL YOU OCCUPY YOUR TIME WITHOUT YOUR COMMITTEE ASSIGNMENTS?

HE IS SHROUDED IN CONTROVERSY AFTER THE FBI RAIDED HIS OFFICE LAST JUNE, AND A LEAKED FBI DOCUMENT SAYS HE ACCEPTED MONEY FROM AN UNDERCOVER FBI AGENT AND HOSPITAL EXECUTIVE IN RETURN FOR VOTES.
I HAVE DONE NOTHING WRONG.
THAT WILL COME OUT IN THE WASH.

ANOTHER IS FACING TRIAL FOR APPARENTLY MAKING A FALSE RESIDENCY CLAIM TO RUN FOR THE SEAT IN HIS DISTRICT. IS THAT A DISTRACTION FOR THE SENATE?

Dan Walters: FBI’s Calderon investigation threatens a political dynasty

When the FBI’s undercover investigation of state Sen. Ron Calderon was revealed a few weeks ago, it not only put him in legal jeopardy, it altered the political dynamics of the Southern California region he and his political family have dominated for decades.

Almost immediately, brother Tom Calderon, a former assemblyman, dropped out of the race for the Senate seat that Ron Calderon would be forced to vacate next year due to term limits.

The two brothers, plus a third, Charles, have held San Gabriel Valley legislative seats almost continuously for three decades; when one would leave, another would take his place.
Even without a Calderon running for the Senate next year, Charles’ son, Ian, is in the Assembly and could be in the Legislature for another decade-plus.

Brother Tom figures prominently in the FBI’s investigation. His departure from the Senate race –
to spend more time with his family, he said –
appears to pave the way for another former San Gabriel Valley assemblyman, Tony Mendoza, next year.

That Sen. Kevin de León remains a serious contender to become the next leader of the California Senate may seem surprising given the events of the past six months.

His name is mentioned 56 times in an FBI affidavit alleging that Sen. Ron Calderon accepted $88,000 in bribes from an undercover agent and a hospital executive.

De León himself accepted $5,000 in campaign contributions from the agent.

California 2014 legislative session kicks off with new faces, old scandal

During the normally quiet fall recess, the publication of a leaked FBI affidavit alleging that state Sen. Ron Calderon took bribes enthralled the world of California politics. The Montebello Democrat lost committee assignments and campaign donors as a result. And in another sign of his precarious situation, on Monday he also lost his longtime desk.

When senators entered the chamber, Calderon found himself assigned to a seat in the corner rather than the more centrally located desk he occupied last year. He sat all by himself, at a desk with a seat left vacant by the Dec. 1 resignation of state Sen. Bill Emmerson, R-Redlands.

“I’m doing what I think is in the best interest of the house,” Senate President Pro Tem Darrell Steinberg, D-Sacramento, told reporters.

left out issues like campaign finance openness and transparency, modernizing the early-1970s-era California Environmental Quality Act (CEQA), making it easier to fire lousy or perverted schoolteachers and prison overcrowding. Among others.

The single most important bill they could pass this time around is the so-called Disclose Act, which would force public disclosure of all major donors to candidates and initiative campaigns, many of whose donations have previously been hidden behind smokescreen campaign committees with misleading names.

SACRAMENTO -- The state Senate’s Committee on Legislative Ethics is scheduled Thursday to meet for the first time in two decades, as the panel prepares to look into allegations of misconduct by a sitting lawmaker—

Democratic Sen. Ronald S. Calderon of Montebello.

The six-member panel is scheduled to convene in closed session for what is billed as an “organizational meeting” that includes a briefing on the hiring of a special counsel to review Calderon’s case and determine whether he broke any rules of the Legislature

The committee plans to consider whether information in the affidavit should be investigated for possible violations of the Senate standards of conduct, according to Chuck Dalldorf, a spokesman for Sen. Richard Roth (D-Riverside), the committee chairman

The committee was created to formulate and enforce standards of conduct for senators and their employees and can investigate complaints it receives or, by a two-thirds vote, initiate an investigation by filing its own complaint.

If two-thirds of the committee finds a member committed a minor violation it can recommend that the Senate Rules Committee deny or limit a right or privelege of a senator.

If the violation is found to be serious, the recommendation goes to the full Senate which, by a majority vote, can reprimand or censure a member or, by a two-thirds vote of the Senate, expel a member “for a most serious violation,” according to the Senate rules.

SACRAMENTO -- The chairman of the state Senate’s ethics panel looking into actions of Sen. Ronald S. Calderon said Thursday that allegations against the Democratic lawmaker contained in a leaked FBI affidavit are troubling (if true).

The panel has hired an outside attorney, who has launched an independent review with plans to submit a report to the committee.

“We retained the outside counsel to review the affidavit having to do with the search warrant and determine whether there are any allegations in that affidavit that implicate our ethical standards and if so bring that information to the ethics committee,” Roth said.

In a sign of how significant the case is, in addition to the six members of the panel, the meeting was also attended by Senate Republican leader Bob Huff of Diamond Bar in his capacity as an ex officio member.

The ethics committee has the power to recommend to the full senate that a member be sanctioned or expelled.

IT just may not be documented as they have no "presence".
No job is completed till the paper work is done.

SACRAMENTO -- The state Senate’s ethics panel was briefed behind closed doors Monday by an independent counsel on his investigation into misconduct allegations involving Sen. Ronald S. Calderon (D-Montebello).

The briefing was called by Sen. Richard Roth (D-Riverside), chairman of the Senate Committee on Legislative Ethics, who said afterward that the review by independent counsel Charles J. Stevens was not yet complete.

"We met to begin the conversation with the outside counsel," Roth said afterward.
"He has not finished the review that we asked him to do of the affidavit and the allegations contained in it."

Roth said he expects another briefing of the committee in the next few weeks before a possible determination on whether to pursue an accusation against Calderon.

The committee has the power to hold hearings on allegations against a lawmaker and recommend punishment ranging from reprimand to expulsion.

Stevens, a former federal prosecutor, is examining the allegations in 124-page sealed FBI affidavit obtained and released in October by the Al Jazeera America cable television network.

The affidavit includes allegations that Calderon accepted $88,000 in bribes from an undercover FBI agent and a businessman to affect legislation to extend film-industry tax credits and to change workers’ compensation laws

The Senate review is taking place while the U.S. attorney’s office is continuing its own investigation into Calderon, a probe that became known when the FBI raided his Capitol offices in June.

State Senate leader won't expel Wright unless conviction is finalized

State Senate leader Darrell Steinberg said Thursday that he will not seek expulsion of state Sen. Roderick Wright until an appeal is decided that finalizes the felony convictions.

Steinberg said in the interim he will honor Wright's request to remove him as chairman of the Senate Governmental Organization Committee.

The announcement came two days after a Los Angeles jury found Wright guilty of eight felony counts including voter fraud and perjury. Prosecutors said he lied when he said he lived in his Senate district when he was elected.

"Unless and until there is a final conviction for a felony I do not believe it is appropriate or necessary to expel Sen. Wright or ask him to resign," Steinberg told reporters afterward.

Wright is UNETHICAL and should be EXPELLED
Courts have nothing to do with seating a member.

Wright does not live in the district he claims to represent.
The people of Inglewood do not deserve to have a carpetbagger for a State Senator.

Of course Montebello has had their share of councilmen sleeping on their mom's couches while living outside the city.

“Today’s ruling is troubling, and we take it very seriously. There is no quick, immediate answer as to what comes next,” Huff said.“Sen. Wright has been a respected member of the Legislature, and I have enjoyed the opportunity to serve with him.”

Senate President Pro Tem Darrell Steinberg (D-Sacramento) agreed that he wants to meet with colleagues and attorneys to decide what to do.

“Its a punch to the gut,” Steinberg told reporters when he heard the news. "We hold Sen. Wright in high regard."

Roderick Wright was wrong

The state senator has only himself to blame for being found guilty of lying about his residency. Voters deserve to be represented by a neighbor.

I don't think Wright lost the case because he misread the code but because he blatantly violated the spirit of a law intended to protect voters from carpetbaggers.

The residency rule is intended to make sure elected officials understand and share their districts' interests.

The commonality of experience is what makes a politician's advocacy feel authentic to voters. You're electing the guy who shops at your markets, sends his kids to your schools, idles in your traffic jams.

The state NAACP has denounced the verdict, which Wright plans to appeal. If it stands, it could get Wright bounced from office and land him in prison for up to eight years.

California NAACP President Alice Huffman called the case "a travesty of the worst kind," in a letter implying that the prosecution was a political maneuver by former Dist. Atty. Steve Cooley, who was running for state attorney general and trying to burnish his image as a foe of political corruption.

“Whether an appeal is granted by a judge or not is irrelevant to the fact that a vote of this body should be granted by leadership and/or a forthright effort to the Senator requesting his resignation

Any senator can introduce a resolution seeking a vote of expulsion, although it could be referred to a committee and held, officials said.

The spectacle of a convicted felon continuing to serve in the state legislature is precisely the wrong way to demonstrate to the people of California that their elected officials can be trusted to behave in an ethical and accountable manner,” Schnur wrote in a letter to Sens. Alex Padilla of Pacoima and Leland Yee of San Francisco.

SACRAMENTO -- With the state Legislature being rocked by scandal after scandal, the leader of the Senate has assembled a group of lawmakers to come up with recommended changes in state ethics and campaign laws, officials announced Monday.

The Senate Ethics Working Group was formed by Senate President Darrell Steinberg (D-Sacramento) amid a series of controversies including:

-- Allegations in a leaked FBI affidavit that Sen. Ronald S. Calderon (D-Montebello) accepted bribes to affect legislation.

-- A jury's finding that Sen. Roderick D. Wright (D-Inglewood) is guilty of eight felony counts of perjury and voter fraud for lying when he said he lived in his senate district when he ran for office

Nothing about Steinberg selling out to Republican Rotsky or taking the ethics committee investigation of Wright off the table.

Charles Calderon, Efrain Aceves consider run for Los Angeles Superior Court judgeship

His brother, state Sen. Ron Calderon, D-Montebello, is the subject of a federal corruption investigation for soliciting bribes adding up to $88,000.

“I can assure you I am not a target,” said Charles Calderon about the investigation.

“I’ve been assured I’m not under investigation. It has nothing to do with me.”

Charles Calderon said he doesn’t expect the investigation of his brother to affect his campaign.



“Even though we’re connected, this situation is like two strangers being named Calderon,” he said.“I’m just not involved. People in the community understand we’re all different people.”

State Sen. Ronald S. Calderon and his brother, Tom, have been indicted on public corruption charges, a spokesman for the U.S. attorney's office confirmed Friday.

The indictments stem from a corruption investigation into southeast Los Angeles politics that has centered on the Calderon family.

The U.S. attorney's office did not elaborate on the specific charges, but in a court document sent to The Times, said FBI agents confronted Ronald Calderon during a meeting in Las Vegas in May 2012, after which he agreed to wear a "wire" as part of the investigation.

The U.S. attorney's office has scheduled a noon news conference that it said would deal with "charges being filed in a political corruption matter and a case involving a massive healthcare fraud scheme."

A law enforcement source with knowledge of the case said the announcement will involve the yearlong investigation into Calderon (D-Montebello).
