To Kiki Sonnen: It makes me proud to be a Minnesotan when I read stories like yours. Thank you for at least trying to save this poor heron. Now...what's up with the Minnesota DNR. Within a week...one dead black bear, and one dead heron. Exactly what do you do to help preserve wildlife in the great state of Minnesota?!

If it was that severely coated and no sign of oil runoff in the waterways, I can only suspect that there was an open oil drum or diesel tank somewhere that it landed in. Or, maybe, someone dropped oil in a puddle-ridden area ant it landed there, meaning the oil is soaking into groundwater somewhere.

somebodys' sump at a farm or somewhre in the outskirts. Could the bird have walked from the rural areas to the city along the railroad tracks?

Fast food places have grease barrels in their trash area. These barrels can be the size of a dumpster. They should be covered, but, I remember working for a fast food joint, the cover of the grease barrel was broken. We were changing shortening in the fryers one day, and there was a young cat burried up to his nose in old grease. We got him out, but the poor scared little guy ran away before we could clean him off.
