balanced budget? do you have any idea how clinton did that? he deferred payment of programs he instituted during the last years of his administration until he was out of office and then he stuck bush to pay those bills. so, let's not talk about how republicans borrow and spend.....the democrats spend and then leave it up to others to pay their bills......the quintessential free loaders.
although this forum is not an appropriate place to explain the intricacies of the smoke and mirrors you are dazzled by, but, if you take a look at the department of treasury website for the years of 1993 through 2001 it will all be very evident that clinton not only didn't have a surplus....but he didn't even have a balanced budget. also....you need to remind yourself that bush's first two budgets....that for 2001 and 2002 were actually those of clinton. fiscal years in the federal govt are from october 1 through september 30.....these are the last three years of the clinton administration tallied for you.
fiscal year national debt deficit
FY1999 09/30/1999 $5.656270 trillion $130.08 billion
FY2000 09/29/2000 $5.674178 trillion $17.91 billion
FY2001 09/28/2001 $5.807463 trillion $133.29 billion

now....do you understand the components that make up the national debt?.....one is intra governmental holdings and the other is the public debt. intragovernmental holdings is when the government borrows from itself and the public debt is what the public holds in treasury bills, savings bonds and other instruments the public can hold. during the clinton years the public debt went down while the intragovernmental holdings increased.....if you look up the numbers you can see that clinton's claim are patently false. for the year 2000 public debt was at $3.4 billion in 2001 it was $3.34 billion, however, intragovernmental holdings in 2000 was at $2.3 trillion and in 2001 it was $2.5 trillion. so...for 2000 the national debt was $5.7 trillion and in 2001 the national debt was over $5.8 trillion...an increase of over $133 billion. i know that is quite a bit to digest...especially of you don't understand all the machinations....but the numbers are all real and can be researched if you have the time.
