The ad claimed that "Under President Obama, GM cut 15,000 American jobs, but they are planning to double the number of cars built in China, which means 15,000 more jobs for China."

The accusation drew a dismissive response from a GM spokesman, who explained, "We've clearly entered some parallel universe during these last few days. No amount of campaign politics at its cynical worst will diminish our record of creating jobs in the U.S. and repatriating profits back to this country."

The ad further claimed that "Chrysler plans to start making Jeeps in, you guessed it, China."

Chrysler CEO Sergio Marchionne refuted Romney's comments in an email sent yesterday to Chrysler employees: "Jeep production will not be moved from the United States to China," Marchionne wrote, touting Chrysler's recent production expansions in America.

It was not the first time Romney claimed that Chrysler was shifting production to China, nor was it the first time Chrysler rebuked Romney's charge.

When Romney told an Ohio audience last week that "Jeep, now owned by the Italians, is thinking of moving all production to China," Chrysler colorfully waved away the charge.

"It is a leap that would be difficult even for professional circus acrobats," wrote Chrysler spokesman Gualberto Ranieri in a blog post. "Let's set the record straight: Jeep has no intention of shifting production of its Jeep models out of North America to China."

Chrysler's wry dismissal did not stop Romney from repeating the claim in an ad warning that "Obama took GM and Chrysler into bankruptcy and sold Chrysler to Italians who are going to build Jeeps in China. Mitt Romney will fight for every American job."

FactCheck.org called Romney's claims "flat wrong," explaining, "It's misleading to suggest that Chrysler's decision to expand into China will cost U.S. jobs -- especially after the company has said it would have no impact on its U.S. operations."

The fact-checking website cited a report from Bloomberg that Chrysler was mulling "adding Jeep production sites rather than shifting output from North America to China."

Romney's incentive to tarnish the credibility of President Obama's auto bailout is clear - his electoral fortunes largely depend on his showing in midwestern manufacturing states like Ohio and Michigan with a large auto industry presence. If he can convince voters there that the auto bailout did more harm than good, he will stand to benefit.

I went out on fact check and found this on GM:
GM Expanding
Narrator Wade states that “GM has been shrinking its U.S. operations, while it’s aggressively expanding and investing in the People’s Republic of China.” But the fact is GM is currently expanding in both places.
It’s true that GM shrank much of its U.S. operations — shedding old brands and dealerships and many workers — when it went through bankruptcy in 2009. The alternative was to go out of business entirely.
But since then, the “new” GM has enjoyed expanding sales and operations. For example, it announced in January that it is building a new,$200 million stamping plant in Arlington, Texas. And it states:“Since June 2009, the company has announced more than $6.9 billion of investment to upgrade or expand operations in 12 states, creating or retaining more than 17,600 jobs.”
It’s true that GM also has been expanding in China — but that was true long before the bailout. The “old” GM (the one that went bankrupt) was the largest foreign car maker in China in 2008, battling for supremacy there with Volkswagen.
The “new” GM has continued that overseas success. It sold a record 231,183 vehicles in China in May, up 21 percent from a year earlier, for example. That compares with 245,256 vehicles sold in the United States, up 11 percent from a year earlier and the highest in 33 months.
More data on GM:
GM Chairman and Chief Executive Officer Daniel F. Akerson explaining GM’s overseas operations to reporters in Shanghai in February 2011. Akerson noted that almost “seven out of 10 of our vehicles were made outside the United States” and that “we have 11 joint ventures” with government-owned Chinese companies (which the narrator later describes as partnerships with the “autocratic, anti-Democracy, Communist government of China”).
Akerson goes on to say,“We’re involved in vehicle manufacturing, sales, distribution, engineering design” and other auto-related businesses. He also said GM operates 11 assembly plants and four power train plants in eight cities in China.
What Romney said was true about the jobs going to China from the GM makers.

Fiat CEO Sergio Marchionne discussed, in limited detail, some of the Italian company's plans for future production of its vehicles, including the Chrysler and Jeep brands, during an earnings conference call yesterday. There has been much recent speculation on the possibility that some of the once American-owned Chrysler Jeep vehicles will be outsourced and produced overseas.
It was confirmed that at least some Jeeps will be manufactured outside the US in the near future. The plan is to produce a new, smaller Jeep in Italy that will be sold in Europe and also exported to America. The question now is, how many more American-made Chrysler products are at risk of being outsourced? Marchionne's answers to analysts' questions give insight into the mindset of Fiat's management regarding where the company's loyalties lie.
Marchionne announced that he wants full "unification" of Fiat and Chrysler by 2015 and made clear that Italian manufacturing facilities are going to have priority as European problems continue to plague Fiat's operations. Italian plants are operating at only 45% capacity, according to the call. One can not rule out the possibility that American jobs will be put at risk as vehicles that would otherwise be made in the US will end up being produced in Italy or elsewhere. One of Marchionne's answers during the Q&A session may be the most telling.
The question asked was, "Could we see Chrysler funding some of the CAPEX (capital expenditure) for the Jeep vehicles to be produced out of Italy or will that all come from the Fiat side?" Marchionne gave the following logical answer that may have been a warning to the US that, if manufacturing costs are not kept in check, Fiat stands ready to produce the cars elsewhere.
"At the end of the day, if any brand belongs to the other organization and to the extent that, in the case of Jeep for example, which is owned by Chrysler; if Fiat is manufacturing a car for them, the only requirement that it should really worry about is that the alternative production that is being provided by Fiat is available at at least one dollar cheaper than Jeep can do it on its own. And so, as long as that benchmark standard is met than the financing has to follow, right? I mean if you are willing to fund it on your own terms then you should be able to fund it for somebody else. So the possibility of that happening is undoubtedly part of the plan and I think it's something we need to continue to develop."
So, while it may be accurate to say that there are no firm commitments to produce all Chryslers or Jeeps outside the US, bear in mind the benchmark mentioned by Marchionne that Chrysler should have for paying to produce vehicles outside America. The cost should be at least one dollar less for Fiat to decide to produce the vehicles elsewhere. Considering that, the possibility of Jeep manufacturing moving to China (something Fiat has already hinted at) can not be ignored, given the fact that they should be able to produce the cars for a lot less than America or Italy.
The simple lesson here is that if you are going to give an American company to the Italians, the company that accepts your gift may not repay the kindness by protecting US jobs. In the words of Marchionne, having Chrysler pay other countries to produce its vehicles for less than America can produce them "is undoubtedly part of the plan and I think it's something we need to continue to develop." Obviously, Fiat's loyalties are with its shareholders and the Italian citizens that now own Chrysler. President Obama should have considered that when he gave them Chrysler.
