Required sports participation?

At two different high schools my kids go to the coaches require participation in one sport before they allow the kids to do the sport they really want to do. The basketball team is forced to run cross country or play football before basketball season starts. If they don't they are told they won't be playing in the basketball games. I can't see how this is legal...if so where is it documented that coaches can dictate what sports their athletes participate in?
