Insurance companies are part of the high cost problem but trying to conform to the ACA IS prompting companies to drop customers. In reality who really thinks or expects a company to give more for the same price or free. Come on...
The fact that the administration had projections/estimates of how the insurance industry would react knew the consequences of Obama Care.
I don't want to hear just shop the exchanges either. For starters the exchanges can get a lower price because of tax payer subsidies and over charging others picking plans from those same exchanges. Someone is going to pay more even if it is taxes or excessive rates. The exchange plans by themselves without subsidies and/or over charging others are not necessarily going to be cheaper especially by the time deductibles and copays are thrown in.
But this is the key. If they design a scheme that includes getting the young and healthy to enroll in/on the same plans as the un/under insured they knew enough about how profit insurance plans work. And how those companies would react.
