Health insurers fear young people will opt out

Well duh. Young person new to their careers and jobs will be spending on things like uniforms, tools, attire, rent, a car, utilities more training and education etc. Not much left over for INSURANCE they might not use or need.
But this goes to show the problems with a bill/law that only addresses WHO will pay but not HOW MUCH for WHAT.
Rather than worry about WHO will pay the focus needs to shift to COSTS.
