Hispanic enrollies count remains low........ perhaps this only reassures everyone how well respected and trustworthy the potus is. PERHAPS they're afraid to venture into an unreliable, and irreversible financial trap. This potus has flung the country into an uncertain financial abyss and will sooner than later force it's presence into everyone's retirement and saving accounts to pay the trillions we owe and of which HE KEEPS ADDING TO BY THE SECOND ON DAILY BASIS.

'for fear of immigration issues'
NO..., Many ILLEGALS period like living off the radar, off book in the underground economy. If something doesn't work out they can try to find something else under a new identity in the underground economy and/or with fraudulent ids.
Enrollment in government program gives them financial responsibility they don't want along with a permanent id they must use the rest of their life inside the US. Officially documented in any fashion opens them up to criminal prosecution for any offenses they have committed besides being in the US ILLEGALLY.
