For sick, cost can impede care
Fourteen percent of sick adults in Massachusetts were unable to get health care they needed in the past year, according to a poll conducted by the Harvard School of Public Health and others.

Well duh. When you have mandates like in taxachussets the health care industry is enabled in gouging the patients because they know with 98% certainty that someone else will pay for it.
The health insurance industry loves this because it ensures(pun intended) that they will not have to payout as much. They probably knew this going into the taxachussets mandate.
The whole problem of high price gouging health care costs is that the industry is addicted to third party payments like a quivering junky on crack.
It's HOW MUCH and NOT WHO will pay.
