Eczema ONLY on exposed skin

My son has had eczema all his life but it only bothers him on skin that exposed. Basically, areas that are covered up by t-shirt and shorts are quite smooth. Is this a typical pattern many eczema sufferers share? Maybe he is just reacting to outdoor allergens and dander? Light Sensitivity? Coincidence?
I really want to know if anyone found relief wearing long sleeves and pants that fit close to the wrist and ankles to keep out outdoor allergens and dander. Did it not make a difference if anyone tried? Our summer in Texas is hitting triple digits so I'm a bit reluctant to cover him up so much UNLESS it helps...
Any feedback before I try it out will be fantastic!
