Non genetic Eczema

If such a thing exists it's presumably easier to 'cure' than something related to a an internal allergy or something in the family history?
My skin problem came about only after using Benzoyl Peroxide on my face for an unrelated issue, severly drying it out to the point of not fully recovering 3 years later. My doctor looked at it and called it Eczema (Dry, slightly flaky, dull and lifeless).
..But does this not point to damage simply done on the surface of the skin rather than a deeper internal issue like an allergy or something genetic which eczema is often related to?
Even more puzzling is the inability of the skin to repair itself after 3 years.
Any input appreciated.
