Eczema and hair

I've had eczema ever since I was little. I used to be about 75% covered, it went away over time, down to about 5% and now its coming back, I am somewhere around 20%. Not sure what triggered it but it came back. My question, should I shave my legs/arms so ointments soak deeper into my skin? Or should I just apply normally thru the hair and on the eczema? I don't have insurance so I can't really get any perscription medications. Any recommendations for OTC things I can buy?
