IEP makes a lot of sense. I also prefer mainstream schools (at least for early primary school) as special schools may provide bad role models for vulnerable children who socially challenged.

So where you live, it's not like what this is about, IEP's?? The USA also has Least Restricted Environment, which means special ed children would be in inclusion. Only the children who could totally not handle that would be in a self contained class setting (special school).

Social inclusion was standard policy in Australia in the 70s and 80s. I recall back in the early 70s having a number of intellectually challenged classmates. In the 1990s there was a sudden shift back to special ed, perhaps spurred by the finding of Lovaas and others in the early 1990s that specified the need for individualised education plans and intensive therapy in specialised ed units.

However even special ed schools have the long term objective to transfer higher functioning kids into mainstream by highschool. Kids who are unable to function independently are switched from academic curriculum toward independent living training and basic tools for unskilled work.

One of my sister's works as a Para in a school which is totally self contained classes. For the younger grades there is a good chance they can make it back to inclusion classes, but the upper grades rarely ever do.
Not sure why individualized education plans would be shifted by Lavaas. ABA is not educationally based nor is the therapy conducted by academic teachers. The one thing truly lacking of ABA is the understanding of the behavior(s) themselves. Many are coping mechanisms of the child and demanding the removal of such behavior could have horrible results.

I recall some public outcry over 'crazy' people attacking or assaulting members of the public in the early 1990s. There was spate of research around the time that justified the need to have specialised education for intellectually challenged kids and closing down of social inclusion programs that also used to allow intellectually handicapped into the general community. A number of programs were completely shutdown.

It's no coincidence that Lovaas developed ABA (He didn't invent it) as an early intervention program at the same time which sold the idea that you could take kids from lifelong dependency on the public health system and teach them to be socially functional.

That's true. For instance my daughter is completely scared of people with coughs or nasal phlegm. ABA and speech therapy wouldn't have worked without addressing her primary concerns.
