Solvent? What does that mean, that as much money comes in as go out? Is that what's important
in government spending? Solvency?

Is military spending solvent? Does the government take in as much money in military spending as it spends? Hell no. It's all spending and nothing
coming in. I guess one could say that military spending supports a lot of jobs and people who have those jobs pay taxes etc,. etc., etc.

How about the space program? Does government earn money from the space program? Hell no. It's all outgo.

Why should Medicare be solvent? It delivers healthcare to millions of Americans. That's solvency enough. We need to fund it. Nuff said.

How the CIA? Does the CIA earn money for the government? Hell no. It's all expense.
