The report demonstrates a "funny kind of stupid" in a way.

If the rate and age that teenagers were having sex was steady and your RAISED the age of legal consent then guess what? Well, more teenagers would be having underage sex. Duh!

Why would it be such a surprise for teenagers to be having sex, especially when the girls have physically become capable and have had their periods since 12 or 13 years of age?

It seems that a disconnect with nature and reality is happening in the minds of various adults.

The best you can do is educate, ask, and hope that teenagers will postpone having sex until an arbitrarily designated age of consent. That a lot of teenagers are having sex should not surprise anybody.

The number is probably higher, it's more like1 in 4 girls ADMIT having underage sex.

It's their bodies. kids need sex education earlier and let the kids decide when they want sex.

How the hell can that be behaving irresponsibly? Teens DO have sex, and many of them have no idea how to protect themselves against unwanted pregnancies and STDs due to poor sex-ed. Teens need proper sex-ed, AND easy access to both condoms and the Pill.

What do you expect? TV and magazines constantly throwing sexy clothes and passionate love scenes at them. It's no wonder all those soap opera characters don't have jobs, they are too busy having sex.
