"Joe Holliday, head of the Women's Health Branch of the state Dept. of Health and Human Services (DHHS),
said the situation was a mystery to him and is not reflective of any statewide trend."

"What's expected of health departments," he said, "is they have a responsibility to either assume or provide (pre-natal and maternity services) to women below the poverty level."

Stop Health Department from making a mistake

“I have just learned from a coworker that the Health Department in McDowell County is planning to discontinue their maternity services in July of this year.

This service has been offered for many years and the people of McDowell County depend on it.

I’m wondering if the health director and the Board of Health have thought about the devastating effect this will have on these women in the county who need prenatal care. Without access to good affordable care, we will most definitely see an increase in babies born with problems and even fetal death.

What about the expectant moms? We will most likely see an increase in their health and delivery problems. Both will be at much higher risk for complications that could possibly be prevented by regular prenatal care. McDowell County is one of the hardest hit counties in the state when it comes to job and income loss.

Do we really believe that the mothers without insurance or who are not eligible for Medicaid will be able to go to a private provider and pay up front the cost of prenatal care?

I’m thinking that keeping the power on and feeding the family will take priority over handing over hundreds of dollars at a time for prenatal care.

This will be just another roadblock in their access to the care they need.

I implore you citizens of McDowell County to call your county commissioners, your congressman and representatives to look into this matter before it is too late.

Surely we can come up with the finances need to keep this important service available.
Think about it. The well being and future of many of our expectant moms and their unborn babies are at risk. This could very well be your family member."

The health department director, Buck Wilson, doesn't have a masters degree in public health.

His lack of knowledge about public health has been made glaringly obvious by this disastrous fumble.

The problem is finding competent Physicians who are willing to take care of the maternity patients who can't afford to pay the ever increasing cost. Most want to go where they can make more money. They don't care about the people of McDowell County. Health care at one time was ran by the local people. Most of them have either died or retired. They cared about the people because they were related to them. Now Health care is provided by people who have no local ties to the community. It is all about the money. What happened to love for your neighbor.

Betty, you are right. But the health department maternity clinic IS run by local docs with ties to the community and a dedication to the public health model with all it's advantages. These docs have been providing excellent care for health department clients for 16-17 years. McDowell’s infant mortality rate is as low as it goes. Clients are very satisfied.

The new hospital CEO made a disastrous decision a year ago and now he is struggling to repair the damage. This all started when the current docs were informed that the local hospital would not upgrade maternity care after years of being promised upgraded services and facilities. As a result, the local docs moved delivery services to a much better hospital with neonatal services and much more desirable environment for clients. Not to mention, there is no doubt their ER is superior to the local ER. OB is a high liability type of medicine and you can’t blame the docs for not wanting to continue to provide deliveries in a hospital with substandard services subjecting both the patient and doctor to risks.

So, the CEO recruited new docs whose salaries are paid by Mission Hospital System for a few years until they become viable. Their "office" is the hospital. They hired a doc who has never stayed in one place too long and another just out of school. No one is saying they are not qualified, but they are new with no ties or understanding of the community. In 2-3 years if they still have no patients, they just go somewhere else. The CEOs expectation that patients would awant to deliver at the local hospital has been another error in judgment. They have no patients.

Did the hospital CEO construe this plan to close the health department services so his docs could get some patients? Well, probably. The health department director is not the smartest cookie in the jar - he was probably taken advantage of in this situation. The CEO is an extremely pleasant person, but his focus is saving the hospital, not saving public health care. He is now blatantly promoting the hospital as the savior for all these supposedly abandoned clients. What a great spin, you got to give him credit for that. And it seems the McDowell snooze reporter, another person who is not the smartest cookie, was bamboozled by the CEO and gave them a front page promotional advertisement. The rest of the story is much more interesting, as most reporters would realize.

If any investigation were to be done, it would be easy to discover that health department maternity clinics are not there to make profits. Closing a health department maternity clinic is unprecedented in NC. As a nurse, you know that Medicaid clients can choose any obstetrician for their care and delivery and all OBs take Medicaid – it pays pretty good. The clients of the health department choose to be there; others choose private care. The ones who choose the health department setting need the extra services to meet their various needs.

I wonder how the hospital will afford to provide free care to clients who are not eligible for Medicaid and for all the illegal alien clients. Those are the ones who will delay care until the last minute.

This is a case where the local is being thrown out based on decisions made by many people who are new to the community- this includes the hospital CEO, new docs (not just ob/gyn but other new docs being temporarily paid for by Mission who need the hospital to survive), and the health department director who also has no ties to the community.

I would be interested to hear what Topix posters think about this or whether anyone cares.

mr. non-investigator: the board of health voted to stop the mcdowell health department maternity clinic. who voted? well, we have 4 mcdowell representatives and only one showed up for that vote. He would not vote because he is also on the board of the hospital.

I'm sure if the vote had been to stop the Rutherford coundy maternity program, they would not let another county make the decision for them. Pitiful. Sad.

The docs are well compensated by Medicaid so I'm not sure if that has anything to do with maternity services being stopped

From article: "Buck Wilson, director of the three-county health dept., said the decision was made by the 18-member Board of Health, which includes representation from McDowell, "based on the fact that we are losing money."

There are 6 Board of Health members from McDowell County on the 18 member board for the Rutherford Polk McDowell District Health Department. These people are: Jim Seagers (Pharmacist), Barry McPeters (Commissioner), Susan Jimison (Registered Nurse), Carol Tribble (nurse), Norman Guthrie, and Rev. Bill Dages (Minister).

NORMAN GUTHRIE was the only McDowell Board of Health member present for this crucial decision affecting the people of McDowell County. He abstained from the vote due to conflict of interest as he is also on The McDowell Hospital Board.

Needless to say, we are all disappointed in the lack of role our Board of Health members have taken in this matter.

Perhaps if they are poor they shouldn't be having kids. If you can't support yourself, then you can't support another mouth to feed. It's ok let Joe Q. Taxpayer cover it right?

You aint getting care at the mcdowell health dep cause they got that shut down by the hospital. You just mean YOU are getting "free" maternity services via medicaid that the workers are paying for. The mexicans get the delivery covered by medicaid but not the doctor care before or after the baby is born. They pay for their care out of their own little pockets - unlike the medicaid queens like you popping out babies right and left on the taypayers dime. If your going to have a baby then for Gods sake pay for it with your own damn money. if you cant afford one, use birth control
