It looks like Wisconsin's law will also preclude extended local protections. That law hasn't gone into effect yet, but someone sneaked a preemption clause into it, so if the locals want the right to address local needs they will have to go through the same sort of thrashing around that Michigan is now.

Local governments should be able to ban smoking in restaurants and bars...why...because big tobacco and their hired henchmen have done their job well, and stalled effort at the state level to ban smoking...regardless of what the masses want.
The bill would let each county, city, township and village decide if people can smoke in local bars and restaurants, why is this good...because each municipality knows what they need in their boundaries. A private citizen is not allowed to decide what is best for that community, the elected officials who are hired by the people are put their to do that. That is the main reason we have inspection departments, regulations, rules, and ordinances to name a few...all there to follow a process that meets the criteria required to follow what the citizens want as well as what is good for the "common" good!
Another reason the private citizen cannot just do as they please, is in its simplest form is to prevent some ding dong who does not meet minimum requirements to just start selling liquor without meeting the state and communities guidelines for obtaining the license.
Health advocates also agree customers and restaurant workers should be protected from secondhand smoke.
