Unless President Joseph Kabila enables the effective implementation of Articles 2 to 15 of the 23 March 2009 Peace Agreement, the unification of the DRCongo remains a baseless fiction for this agreement offers the best foundation of such unification, especially in the ambit of its Articles 4 and 5 regarding the national reconciliation mechanism and the resolution of local conflicts. Time has long gone since President Joseph Kabila should have stabilised the DRCongo if he was established on the summit of the state for such a purpose. His failure to control the Eastern DRCongo has proven his manifest incapacity to govern a country such as the continental DRCongo. Be pleased to decentralised; Kivu is too far from Kinshasa (3000 Km). We need a leadership which is more closer to the people!
