There were some tenders who rarely left port (such as the Frank Cable out of Charleston), but the Puget Sound was the most underway tender on the east coast. In three years, I made a Med-Persian Gulf-IO cruise on her in '89, and a Med-Red Sea cruise in '91 during Desert Storm.

Tenders were populated by sailors who were specialists in their field. Mine happened to be AC&R repair and valve repair. Kind of important when sailing the Med et al without a repair facility anywhere in sight.

And I couldn't help but notice that you STILL haven't answered the question.
