When all of those three almost go bankrupt, the subcontractors, the spending of employees, the businesses which they patronize, and the tax base all collapse. Caterpillar was the main economic contributor to Peoria,Il. Everything revolved around Cat. When Cat moved the majority of thier manufacturing out of Illinois, taking jobs and taxes away, Peoria did not turn into a bankrupt cesspool, nor raise taxes. The difference was leadership and foresight. The area is politically split, yet all sides found a way to WORK to a solution, implement the solution and the area is doing well.

I have no sympathy for Detroit, they knew the problem was coming, yet they did nothing productive and even said Obama needed to give them money for their support for his elections. The State of Illinois is having the same budget issues as Detroit. Fortunately those issues have not effected every part of the State,yet.

The question you should have asked, is how Peoria and East Peoria managed to change their economy and culture to overcome losing Cat and out perform Detroit? That is the right question. That is the question Detroit should be asking instead of begging for a bail out.

Peoria was not only a manufacturing town nor is it now. The industry is diverse. Healthcare is growing, OSF has become part if the Mayo Clinic care network, businesses not related to Cat or Komatsu are doing well and the economic future does not depend on Cat.

As far as Cat returning to Il, that's news to me, unless your talking about the R&D facility. With a 9.5% corporate tax rate in Il, there are better places for the manufacturing to relocate.

But why hasn't Detroit had any success?
