Is a national concealed carry reciprocity law Constitutional? Yes and no
At the prodding of a federal judge, Illinois finally became the last state to recognize the right of citizens to keep and bear arms, and has begun granting concealed carry permits this year.

The feds don't have the authority to regulate concealed carry privileges, these privileges are the domain of the people at the state level. There is one advantage to the feds regulating reciprocity between states in that the few states who do not issue concealed carry licenses to aliens and do not offer reciprocity to those that do, will be forced to accept the fact that citizenship isn't a requirement to purchase or possess a firearm, and neither should that be a bar to aliens from obtaining a CCW.
