What about legalizing weapons but only exported from Russia and Israel?
That way the civilians can arm themselves (something I still don't approve) without giving their money to the same people who armed the cartels in the first place and who aren't in any hurry to stop the arm smuggling. Specially if we can get a deal from either those countries (Russia and Israel) that they will make sure not to make additional sales on the side besides those legally approved by the Mexican government, there is plenty of potential legal market for self-defense firearms in Mexico anyway.
