As for your first question none of the items you claim to have are available without special paperwork from the US Government so I will await a less incendiary question if you would like to discusses the current political climate and it's interface with the Constitution.

He wasn't president and could do nothing so nothing was done until Reagan, which turned into a disaster as he expanded government, tripled the deficit and had to raise taxes 11 times.
