Nonsense, Congress authorizes (through broad legislative objectives) agencies like BATF to draft and enforce "regulations", and the Exec Branch(Obama) runs the regulators AND the enforcers.

Speaking of Elites. I did not know until the law changed on Jan.1, 2013 that the super rich had NOT been paying into Medicare and Social Security. The top millionaires and billionaires that claim their income as Capital Gains did not pay in on SS or Medicare. People like Mitt that hadn't worked since 1999 but yet made millions in CG per year never paid a dime.
