Yup, their plan is very obvious. The scary part is: Their immigrants are very fanatic and loyal to China.

I do prefer Vietnamese because Vietnam and Laos have many common needs, establishing strong identity against foreign invasion and colonization. Ai Viet don't get along with Ai Jerk and definitely Laos and Vietnam need each other. Moreover, Vietnam has suffered many traumas and need more times to recover especially, central Vietnames AKA V.C. to recover and have equal playing field to compete with Vietnamese in the South and Viet in the North.

The priority of Laos should be within IndoChina nation specifically with Vietnam and Cambodia from Thailand political manipulation and fabrication. Laos is more at risk with Thailand and its people finding ways of troubles into Laos society and future politic. Even look at Thailand today with politic and people. You can see how they used manipulation to get away from the troubling issue or political fraction. Obviously in the near future, they will inject this into neighboring country just like how the West inject there power into the middle east. Thailand is doing the same with its neighbors with the U.S and British help.

The new Chinese migrant from mainland China is fine. But Chinese-Thai on the other hand is another story because they already created this ethnic and social division in Thailand and Thai society already. Clearly Chinese-Thai are much different then those coming to stay in Laos because of common ground. Also Chinese has always been in Laos until the war came and many left. Laos and the Lao ppl are better off with Vietnam and China as socializing people because we seem to understand each other in many ways. Unlike the Thai on the other hand.

Laos have 3 major threats:

1. From Thailand, the culture threat as well as economic dominance. The economic dominance is currently being countered with increasing economic tie with Vietnam as the counter balance. But the culture threat is unsolvable. Soon the Laos teenagers will be corrupted by the bad Thai teenagers.

2. From China, the numerical superiority and economic dominance. As of this, Laos has been stepping up to mitigate some of this threats by canceling a few major projects and concessions, notably the high-speed rail project.

3. From Vietnam, political and military threat. At this moment this threat is the lowest since it's not easy for another country to take over another with the UN acting as the watch dog. We have seen Vietnam failed to take over Cambodia, and was forced to withdraw.
