BLuetooth simulator required

Newbie here. My question was can I get a simlator for bluetooth online (pref. freeware). Its for an application I wanted to develop as follows:
The bluetooth hardware (standalone device) would be sending a signal to my cellphone. Post receipt of this signal, the cellphone would develop an acknowledgement.
Apologies if this qn. is misdirected in this forum, If someone could guide me to the correct path to developing this?
Background: Unix- shell scripting, C/C++, Oracle application developer. New to cell programming.:-)
Addendum: If there are some links/ebooks to developing applications using bluetooth, would be helpful. Also, since Bluetotth is proprietary, how do I go about configuring the hardware required? As in who configures the hardware device with the software?
