From a consumer point of view it's sad that one of the original tenets of Open Skies had not become a reality. That original provision allowed international carriers to fly between American cities, and vise versa. This would have meant that you could fly on Air France between Miami and Los Angeles, for example. This may have driven fares down but it wasn't meant to be.
