Are most French typically liars, cheats, and thieves?

When our daughter was a teen, she had a young man from France as a penpal. Over the years, he was a guest in our home on three seperate occasions. For two years, he told our daughter he would take her on a tour of France when she graduated. On his last visit, he confessed his love for our daughter and wanted to share a life with her. Upon her graduation, we traveled as a family to France for a cruise and this young man was suppose to meet us and our daughter was to remain in France for the tour of the country he always promised her. Afterwards they were both scheduled to return to the U.S. and he would spend the summer with us. He never showed up and we discovered he had gotten some random girl pregnant! Our daughter had foolishly purchased both of their tickets and although he readily agreed he owed her for them, in the last year and a half he has paid nothing toward the $3,000.00 he owes her. He successfully strung us along all this time, but has now cut off all contact. Even his family has refused to respond to any correspondence. I'm appalled at the lack of respect and absence of responsibility. I just want to know if this is typical or did we just happen to befriend a real bad apple?! Thank God our daughter was spared a life with this disgusting excuse for a man!!!
