Only 30% of the cars were equipped with a wipers and several didn't function properly because they were make shift last minute installations.
Some of the drivers with wipers said they actually didn't work will when in direct spray. I'm not saying had Jacques had one, that worked well, he may have avoided the crash, that may have happened. The driver he struck was a slower moving back marker with little to no experience in the rain racing. Granted Jacques should have been aware of that, but I guess he was hell bent to get backup front and paid the price. I guess that's why he smiled in his interview and accepted his fate without complaint.
The better solution would have been the installation of the oversize rear red flashing lights (as in F1). Had Nascar been experienced in rain racing, they are not, the results that happened to JV and many more may have been avoided.
Jacques and several other rain drivers were doing rather well indicated by him leading the race prior the the caution and the restart.
F1 has speeds of up to 300kms and they manage without wipers in several races each year.
If Nascar decides (which seems not too promising) to race in the rain all the above things would most likely become regulation.
The choice of what kind of wet weather tire, and when to implement its use should be left to the decision of the individual teams IMO.
