NFL pad mandate doesn't fit needs; players plan to ignore it
Oakland Raiders cornerback Ron Bartell says he will ignore the NFL's mandate to wear knee and thigh pads starting in 2013.

Wearing pads should be optional. A good penalty would be having the players remove their cup for the remainder of the game if they are found playing without kneepads or thigh pads
