Report: Improper anchoring caused boat accident

Because a person can afford a boat doesn't necessarily mean he is smart enough or skilled enough to run the boat. Another case for mandatory classes for anyone contemplating owning or running a boat, from jet skis on up. I have a 100 ton license and its unbelievable what some people try to do on the water. Had these gentlemen known correct anchoring tactics, they would be here today!
