Anchoring your boat in rough seas is a no-no.
They likely would not have flipped over if they were not anchored.
The tension from an anchor will cause a boat to fight a large wave instead of moving with the surge, thus tilting to one side and taking on enough water to capsize the vessel.
First priorities in that situation are to keep the boat afloat, and all passengers out of the water, allowing you to ride out the storm regardless of how far you may drift.
