Tackling is poor enough in the NFL. Proper tackling technique carries a risk of helmet to helmet contact. People should understand that the risk of injury is to BOTH players. Why is the responsibility to avoid helmet to helmet contact placed ONLY on the defense?

Helmet collisions are sometimes caused by the offensive player suddenly dropping his head in the instant before a hit. The offensive player puts BOTH himself and the defensive player at risk. Yet the defensive player gets fined. Explain the logic behind that!
