Think back PSU fans.
When was the last time you played a major intersectional games against a top level team on their home field?
Notre Dame? Nebraska?
Most schools do it once every year.
Ohio St/USC, Texas/Ohio St, USC/Notre Dame, etc, etc, etc.
A lot of wins does not = a top level program.

How deep did you have to dig for that one? Notre Dame...what other game would they play other than "intersectional" since they are an independent. You are asking a question that can't be answered by 95% of the teams in the country. Remember a perfect season against no competition doesn't equal a top level program either and everyone thinks teams like Boise State are so dang good. They are good, but they can't and won't play in the Big Ten like PSU. Notre Lame is afraid to do it as well. Go find something real subject to pick on since PSU has A LOT less career wins than other programs...you think they played tough competition on the road to get those numbers? Don't think so.
