Intentions actually mean nothing in the NFL. The league's rules are just arbitrary statements saying that the league can take money from players under various conditions. The league does not really "care" about the player's health. They just don't want to be held responsible for anything. They don't care if the player is being injured or poisoned by anyone, because look: they have some papers to claim that it is not their fault, even if they weree aware of what's happening and did nothing. Never sit next to Goodell on a cruise ship. If pirates board and try to throw you over the rail, Goodell will call out, just to order another latte.
