What if they had? The Packers would have won every Super Bowl since!
But, so what? The Packers didn't hire Reid. If the Packers have made a horrible mistake with the coaches since 1999, there is a BIGGER problem than the coaches!
Every GM, coach and player in the NFL makes mistakes. EVERY one! None of them should be judged on whether they make mistakes or not, because they ALL do. The successful people in the NFL know how to minimize the number of mistakes and they correct the ones they do make.
It is the cumulative effect of the totality of their decisions that matters. There are ample statistics to measure the success of management and players. Andy Reid has been a fine coach as his record reflects. However, he would have had more success with better management and players around him and he would have had less success with inferior management and players around him. Would he have done better or worse in Green Bay than in Philly? Is there a useful point to that discussion? It may be entertaining speculation, but that's where it begins and ends.
