Are you kidding? You have to be! On one hand you are ultra liberal then you go off in the opposite direction.
To be registered to vote you need an ID with a permanent address and then you can vote if you are registered before the deadline.
The purpose of getting the tenants names is not clear. But, let's say they know the names of the tenants who are allowed in a certain rental. Now, how is the village going to know if I am a tenant at that address if they don't have my picture? And what if my friend visits a few months, who is going to check?
But, not to worry. The law has a HUGE loophole between paragraph 9 and 10.
This was a dumb idea!
