Well SURE - the roaches KEEP breeding and get increased benefits for it. Benefits SHOULD be FROZEN at the number of (non-bastard) brats they have when entering the welfare system - and any subsequent births be dealt with appropriately (per-head tax increases and "three strikes you're sterilized").
