They are old enough to be charged- and should be: elder abuse, endangering the welfare of each & every other child on that bus, abuse of a person with a disability,
assault, terroristic threats, and assault of a school employee. They would already be in Juvenile Detention if they lived down here. Swift civil action on the part of her her family would ensure the parents pay for their share of the blame also. Setting a true example of a zero tolerance bullying policy is a good start to curbing the problem.
