This is one example of what our school board is trying to do which parents need to be involved and know what is going on. The following was taken from the Budget and Finance meeting on 6/22/12:

Mrs. Jarvis asked if teams are fundraising for specific things, is that still allowed?(Like trips to Disney etc.).
Below is the summary of Mr. Petroni’s response to this question:“If there is a $479,000 gap in the overall athletic program if PTP fee goes away, what are our priorities? If there is this large of a gap, maybe coaches/organizations need to re-prioritize and spend money for the general athletic fund rather than to their specific sport.”
He specifically mentioned the teams “wants” vs.“needs”. Mrs. Jarvis explained that parents might not want to fundraiser if the money isn't going to go to their sport. Mr. Long pointed out that the boosters might have one set of goals and it might not line up with schools priorities, so that will need to be discussed further. Coaches want to make sure that is they fundraise for a specific event, the money will go to their event . Mr. Petroni’s response continued to be that coaches/organizations might need to re-prioritize what is really important in order to keep their sport afloat.

As a parent, when I fundraise, I want my money which was specifically fundraised for that sport to go directly to that sport not to a "general fund". My child has worked hard to raise that money to be used however that sport wishes. I don't want the school board telling me or my coach how that money should be used. Or going to the "general fund" which we all know will have an effect on the pay to play costs.( which is all Petroni cares about since this is one of his campaign issues he ran on)

I can't think of any other reasons for Springboro Boosters to be meeting at North Park this evening, other than...

1) they could feel hogtied / outnumbered by a 4:1 conservative BOE and thus feel compelled to find their own meeting place
2) they may be experiencing frustration that Jeff Kirby's comments regarding the Booster money and supposed accusations aren't being accepted in this community all too well
3) they could in fact be planning the initial steps of usurping a certain amount of power, or all power from the BOE, or possibly planning a voter recall of certain BOE members

Glad to see this post (below) on what Mr. Petroni and the school board our proposing. This is a wake up call. I will be at North Park tonight! What does Mr. Petroni mean "if sports want to stay afloat." This has me concerned and needs to be explained. As Alumni, who was proud to be a Panther and still proud, I don't understand why the School Board doesn't work with these parents and organizations? Just ask them why, what, when, etc. Work with them instead of all the negative against them. This is just so sad. It is great to see that parents want to be involved for the good of their child, their school and their
Springboro Community. You would think the School Board would be proud that parents want to have discussions. The School Board can have discussions behind closed doors so why is there such a concern about parents in the community having open disucssions as well.

Repeated comments from Time for a Change

I am too mad at the Boosters and the coaches to go to any more meetings. I don't even want to know how much we spent over the years on pictures (that money went to the principalss fund), on pay to play (that got dumped into the general fund), on sports fund raisers and camps (that seems to have dissappeared into the coaches pockets), on boro emblazoned fashion at the fan store ( that has disappeared into the depths of the Boosters), dinners (coaches again), casino night (boosters again), golf outings (boosters again), not to mention actually collecting money to purchase gifts for the coaches (after they have robbed us). No more meetings until the Boosters have accounted for all their funds and the Coaches have turned over all their records. And I don't mean just their piddely bank balances. I want to see what went in and see it matched up to the fund raisers and what it got spent on. Not to mention all the free labor provided as "volunteers".

Now we know why Babb/Carlisle and the Booster Bunch fought so hard to reverse the transfer of Malone to central office. That would have blown the cover off this hidden picture fund that the school superintendents had protected for the principals all these years
(while scaming our parents and children)!
The strategy failed; BOE majority prevailed; the superintendent resigned; leaving the remaining administrators (the principal and athletic director) exposed to the light of the board's laws.

Now, is the only defense the Booster Bunch can come up with is that they are trying to stand up for their kids? Excuse me, but even parents of kids who play sports have to obey school rules if you use our school facilities, our school name, our school buses! And none of us are empowered higher than the IRS Law! Your booster board broke the law, and now refuses to accept responsibility.
That's pathetic, but more importantly, unethical and illegal.
Stop hiding behind your kids! Stand Up for Decency and Respect! Just Tell the Truth!

We are parents of a Springboro high school athlete and band member. My husband and I will be there in about an hour. We want to learn what's going on with lack of accountability within Booster officials. We plan to pick up and leave if the dialogue turns toward board member, coaches or administration bashing.

June 26, 2012 Board of Education Meeting

This statement will be included in it's entirety in the public records and minutes of this meeting as presented inclusive of a copy of March 24, 2009 minutes.
Tonight's report is a status update regarding the process and challenges behind finalizing a recommendation on pay-to-participate fees for 2012-2013 school year.
Mr. Rigano and I have been working to bring transparency and accountability to co & extra-curricular programs sponsored and endorsed by this district. Under the Ohio Athletic Association Rules, most if not all of these programs must be sponsored by Springboro Community City Schools to participate in competitive sports. District sports and band programs are not sponsored by a booster group, they are not sponsored by a club, nor are they sponsored by a support organization.

Ultimately, the Springboro Community City Schools district is accountable! Yet these programs will NOT be successful without the collaboration from all support groups, parents, and volunteers working toward a united front.

As part of this review process, it was important for the Committee to bring context behind the purpose and rationale of these fees. In addition, we felt it was necessary to reflect on the history and the "why" behind charging pay-to-participate fees.
The history is reflected in the Board of Education minutes of March 24, 2009 which state exactly, "This fee schedule will be utilized IF the May 5 Operating Levy FAILS (copy attached for the record)". To the best of this Committee's knowledge, this vote in 2009 implemented the first pay-to-participate program in this district's history. In addition, it set the highest pay-to-participate fee in the region at that time raising approximately $440,000 annually. Last year, the Board of education reduced the fees by 25%, which is approximately $379,000 and is included in the 5 year forecast approved in May of 2012.

We also learned the basis for this fee was to cover the approximate 120 coaches supplemental contracts (salaries & benefits), other support salaries, other fees, the Athletic Director and athletic secretary salary and benefits, computer staff, bussing, some utilities, refs fees, conference fees, tournament fees, and a very limited amount of uniforms and supplies. Until the Committee initiated this review, the administration and Treasurer were unable to quantify the total cost of sports and band in any given year.

With the help of our Treasurer and Athletic Director, the Committee is pleased to report, as with the five year forecast, a data collection and reporting framework has been established so the entire district community will have an understanding of the cost and revenues generated for our sport & band programs. The sport and band programs will also utilize zero based budgeting to establish the needs of these programs. In the end, gaps to the program must be addressed.

This framework classifies revenue and expenses from the District, or if they come from a third party such as booster, support organization, advertising, or business donations. We believe this accountability is essential because parents, volunteers, and the entire district community, must understand all money raised goes to the benefit of our children and these specific district sponsored programs. We have no option but to put our children first!

It appears recent challenges have come into the sunlight when the Budget & Finance Committee questioning started with the simple goal of trying to understand pay-to-participate fees. Many parents have asked me why, how, and where do those fees go. Gaining the answer to this question has been a struggle.

Our Treasurer continues to assemble the information provided her for the Committee to make its recommendation on pay-to-participate. As recently as this past Friday (June 22, 2012), there were still gaps in the records obtained. This does not lend confidence that we understand the total cost of our athletic programs. Currently, the outcome of this process is lending little support or credence in past practices among our districts athletic department or support organizations, inclusive of the rationale for establishing pay-to-participate fees.

Unfortunately tonight the Budget & Finance Committee is still not able to report to the Board, whether we have full disclosure surrounding all money raised or spent on our sports program within the community. Our goal is to hopefully bring forward a pay-to-participate recommendation for sports and band by the July 17th 2012 meeting.

We recognize these programs begin soon, and parents want to be informed and prepared for their budget regarding participation fees. In the May 5-year forecast,$379,000 in fee revenue was budgeted to be collected only because the total cost of our sports and band programs was not available to the Committee by the Department of Education forecast submission deadline. Until this month, there was just no historical data available in our district records that summarized the total cost of our co & extra-curricular activities.

Springboro Schools has a history of operating successful competitive sports and band programs. We believe these are a vital part of the education we provide our children.

Regardless of the outcome of the pending investigation, this is a pivotal time. It is time to rally behind principles that support the entire community. That is our goal.

It doesn't seem to me that the BOE members are nervous because they are dealing in facts. Rather, it seems to me that the SOS Booster people are the ones hiding behind a smoke screen of fear and lies to cover their own backsides. Why are parents more concerned about bashing the BOE than finding out the truth about how their money has been spent? I, for one, did not pay my fees to be spent on political campaigns, etc.

The SOS event is an effort by parents in the community to gather and share information about issues being decided by the School Board that directly affect our children’s participation in athletics, band, and other ‘extracurricular’ activities. Those decisions will have a signifi-cant impact on OUR abilities as parents to be involved with our children’s activities.
The only way I see why the Boosters are involved is according to their bylaws #2- To bring a closer relationship and understanding between the school and the community.

I'd like to find out if the money I spent was "borrowed" by a board member. I'd like to know why the treasurer broke the law by not filing a tax return for years and our SAB pres. had no idea! Seems to me she has no right to tell others how to do their job when she doesn't have a clue what is going on in her own organization. The Babbsy people think they have the "whole community" behind them. HA! Wait until the whole community finds out the truth about the SAB! No one will trust them to have our kids best interest first! I smell a cover up!!!!!
